well Les they are the same rules within the union ........  however  
many things do vary state by state ie gambling ..... gay marriage etc  
etc

and HAVING to belong to a union to work is one of those things ....  
in some states you can be free to work without harassment from a  
union however if your a member of that union they can hassle you all  
they want in any state

but that isn't the issue here and the AFM is too stupid to realize  
who the problem is ..... it's not the composer or the players it's  
the people writing the check for the whole project

they don't want to have to track the project's usage after it's been  
made ......... the cost of a union orchestra is rarely the issue it's  
simply the cost of having to know what music has been used  
where ..... did we dub it onto another medium or film trailer of a  
different vers of the same ad etc etc etc and they can't be bothered  
tracking that stuff ..... and if they hire globally they don't have  
too or if they work in the USA non union

the union needs to be talking to people forcing composers to work  
this way but you all already know that
