Discovery and an overseas PRO

They say........


Discovery is sampled at 10% (37 days a year or 3 days a month) because
we get quite a bit of money in for it from other societies.  Without
that overseas money it would only be sampled for 2 days a year because
the domestic revenue is so low, and it would cost us more to sample than
the financial return ..


My jaw dropeth open....... what the !@#$ does overseas money have to do 
with domestic income and surveys.......... do US PRO's do something 
similar?
