I have to disagree with that, after spending the last 15 years working in rights clearance before making the jump to fulltime composer.  All of the cable nets with big distribution -- discovery, history channel, the mtv networks, lifetime, and so on down the line -- are all very aware of the rights they have when they acquire a show for a broadcast window.  When the show is produced, they often seek step-up options in the event that the rights ask broadens, and those options are exercised if the need is there.
 
I know we're all inclined to feel a little negatively towards the broadcaster community, but this is one area where I've always found them to be on the ball.
