who only offer sound samples as a "non-interactive" site; the other is for
sites that offer full downloads for "distribution", "pay for play", etc. I
suppose, and is called an "interactive site." Here's the page with the
details, as well as the license applications that calculate a website's annual
fee. The ASCAP page refers to these two licenses as "experimental" so I guess
that must mean some kind of trial phase?

I have no idea. ASCAP may not either :)
