Great question. In many of these matters, it would be helpful to determine
the legal standing of composers who are owed money by PROs worldwide, but do
not own copyright.
Seems to me that if someone owes you money, that is the heart of the issue
and is the defining element of the financial relationship, and that
copyright is a separate matter.
It's interesting to see how the PROs try and relegate those who do not own
copyright to somewhat of a lesser status - for example, allowing publishers
to join multiple PROs but forcing writers to only belong to one at a time...
