Very true that's where the big buck is, but not if your scoring shows  
on the Discovery Channel. Still producers give bad fees to composers  
because they are convinced we'll be making millions because the show  
runs worldwide on Discovery Channel 50 times a day.

I have a show that has been the number 1 show in the history of  
Discovery UK, it plays 15 times a week since 2002. I have seen 300$  
canadian dollars from PRS in 4 years. The show is wall to wall music  
30 minutes per show. I called SOCAN they told me that discovery in  
the UK was paid via sample surveys. They sample 1 day per 3 months  
and if your show is not on that one day, you get nothing. Even if it  
is playing 4 times a day the rest the 89 other days...

I accept your point that it is easier to try and negotiate with 3  
PROs than 100 000 producers but up until when we end up with a good  
PRO deal how do we eat?
