" In the complex age of copyright in the digital age we have joined 
forces with a number of industry bodies, in particular AIM [the indie 
labels], British Music Rights and MCPS/PRS to construct a radical new 
proposal.
We believe that rights holders should be afforded a 'Value Recognition 
Right' VRR.
This would be exercised against ISP's, mobile phone companies and 
others who allow music traffic over their networks.
it could take the form of a license and probably be administered 
jointly by MCPS/PRS and PPL or maybe a *new collecting society.
We have to make sure that the value of music is recognised and that 
'safe harbour' exemptions in our copyright law, which ISP's and others 
currently rely on, are revised and repealed."
