Vic,

I wonder if it had to do with the range where the tuba was playing and what
exactly it was doing. No doubt a staccato note in the mid or lower mid
register striking at the same time as a military BD won't cut through. But
high or low notes would no doubt be heard. More than likely a doubling with
bones and horns would help the texture but I don't know what you were going
for exactly.
