Very few stations in 2007 still have non-programming hours. And
unless it's a typo the new rate says from midnight to 6 PM, so this
means everything except prime-time gets cut.
SOCAN has recently passed a similar bill, it touches music on cable
from midnight till 6 a.m. My trimestrial checks for a very popular
show have gone from 3000$ to 450$. I must note that this show also
plays during prime-time and that the cut from 12am to 6 am is so
drastic(went from 100% to 3 % i think) in Canada that even though the
same show still plays in prime time i lose 83% of what i used to get
the preceding trimesters.
All this because of an arbitrary decision from the board.
I am currently discussing with Socan, they are receptive to my
worries. We'll see...
My point is, we're compelled to accept low up-front fees on the
premise that we'll make up for it on the back-end. Less and less so.
This business is becoming nothing more than a lottery ticket and the
odds are getting lower and lower each year.
