[Fmpro] New change to AV Distribution Rules SOCAN

I plan to attend a SOCAN sponsored event at the end of April.  I will  
try to question the SOCAN rep as to the reasoning behind this  
decision.  I venture to say that "income" has not been affected by  
"the evolving landscape of television consupmtion" only the  
distribution of the funds.
