"The per minute cash value of your music on TV has been falling over the
lasts few years because we've been unable and/or unwilling to collect higher
license fees since there is now more music on TV. Rather than do our jobs
and preserve or increase the value of the music we license, we'd rather keep
our own salaries growing higher while allowing the value paid for our music
to fall. 

This new policy is being phased in over the next three years to prevent
members from noticing the arbitrary screwing around we've now decided to do
to the "value" of music, introducing new layers of political "weightings"
into an already confusing process in order to reward those who WE feel have
the most "valuable" music.

Finally, we've taken a cue from our friends at the US PROs. Please take note
of those outspoken industry critics we need to discredit in order to
maintain the "true value" of our rules and our music.  Anyone who speaks out
against the "societies" is an enemy of performance royalties, songwriters
and composers and should be treated as such."
