[Fmpro] question about ads in Europe

I've come upon the opportunity to produce an ad to be aired in Ireland. 
I've never worked on an overseas ad before, and am not a member of any of 
the European organizations (I'm just an ASCAP member over here).  I run the 
risk of asking a completely dumb question here, but since this is something 
I wasn't thinking I'd be dealing with this quickly, I've found myself 
needing to ask the more experienced in this area!  What will I need to do to 
register this in order to collect any residuals from overseas radio or TV 
play?  Again, sorry if this is elementary for most of you, and I am doing my 
research on this as well, and viewed asking your expertise as part of that!
