[Fmpro] MONEY question

In a conversation I had with Shawn LeMone of ASCAP many years ago, he
indicated that due to the varying amount of music on each station, some
stations were overpaid, where payouts to members were greater than license
income, and some stations were underpaid, where payouts were less than
license income.
I imagine ASCAP does their best to calculate payouts to match the station's
license fees (minus ASCAP's cut, of course), but it may be impossible to
calculate that going forward with exact precision.
But come to think of it, I haven't read much about "follow the dollar" in
ASCAP's more recent marketing hype...
