But as Les (and others) have pointed out, broadcasters do not differentiate
between the "value" of the music they're broadcasting when they pay "us" via
the PRO's.

e.g. They don't say: "We'll pay X for Y minutes of prime-time music + but
only Z for re-runs (prime time or not) and other time slots."  There's just
a blanket license that covers everything.  Am I mistaken?

If they don't discriminate on the front end, they shouldn't on the back.
