Hi James -

I'm not saying you're wrong, but consider the source of this information -
ASCAP Execs whose organization practices some of the world's most
discriminatory royalty rules against score music in favor of songs. Of
course they're going to say whatever they need to to defend their wholesale
discrimination against instrumental music - how else could they sleep at
night? 

Furthermore, songs are now a big part of CPA, and CPA by one estimate
represents over 50% of the music on television.

Finally, let's not forget that the broadcasters would absolutely riot if CPA
music were not included in the blanket license, as it would force them to
direct license every one of their advertisements, resulting in big losses.
It makes no sense that CPA music would be valued at next to nothing by the
broadcasters or ASCAP when the loss of the ability to publicly perform that
music would likely put a television station out of business, or at a minimum
result in severe financial losses from ads that would or could not direct
license their music to each station that wanted to air them...
