But the ads, with the music, are worth millions to the broadcasters...

Great. Exclude CPA from the blanket license and then see what the
broadcasters do... If these performances are not worth a lot, the
broadcasters shouldn't care much at all.
As far as representation, the PRO's prejudiced view of CPA music makes them
the last people CPA people would want representing them. They'd be far
better off even direct licensing with the advertisers than settling for 3
cents on the dollar for a minute of CPA music compared to a minute of song
within the show that ad is aired in, when no such differential exists when
broadcast blanket license fees are paid by the broadcaster to ASCAP.
But again, here's the hypocrisy - why should a song at 8:36pm during a show
be paid 3300% of what the same song at 8:37pm during an ad is paid (same
station, etc) by the PROs...?
* Roughly the same number of viewers (minus those who skip commercials)...
* Same song.....
* Probably a higher license fee paid by the advertiser, so if that's the
measure of what a song is "worth"....
Can anyone justify this?
