[Fmpro] -PRS cutting concert royalties

Why is that?  Is it because less people are visiting the concert halls these days?  
Benjamin Britton's one thing since he's not around to enjoy the cash, but the 
other fella (living composer) seems to be getting shafted.  May 1999 -  is that
under Hutchinson's watch?
