Harry Fox does collect for song downloads. I'm 99%
sure they don't collect for TV show and Movie
downloads.

If you know that the program is going to be used as a
digital download, I'd just factor that into my upfront
license fee.

If the program is not initially for digital download,
you can try to negotiate an additional license fee if
it goes to DVD and/or Digital download.

You could try for a step deal that pays you more when
the DVD sells more (or the program is downloaded
more). But, I find it's hard to make this type of
deal. And if you do make it, it's a pain to track and
collect on.
