Well, you and your pals at ASCAP SURe DO VALue music performances in a
strange way... Still waiting on your valuation for a minute of CPA vs. a
minute of song within a program... :-)
Here's a revolutionary concept...
Make a performance a "Feature Performance" when the actors actually here the
music - that is, when the music is "featured" in a scene. It used to be
this way until the songwriters corrupted the system by declaring all songs
feature performances. You want usage weightings, fine:
Music Heard by Actors - 100% of a Feature Performances, paid per-minute
Music Not Heard by Actors - 50% of a Feature Performances, paid per minute.
Then, if you want to make it more complicated, assign a multiplier for each
show based on it's Neilson rating of viewership.
No more special deals for songs or lyricists.
