Bear in mind the fact PRO's only 'collect'........... however, if one  
considers the size of the French/German and especially Spanish  
markets around the world......... YES, they have better deals than US  
PRO's do around the world.

Bottom line, if US PRO's were to treat 'product' as it is paid by the  
client [the broadcaster] @ 1-1, if they paid for ALL music aired,  
then would there be a need to shift?
