How does ASCAP calculate what to charge a particular TV station?

It has nothing to do with the number of members ASCAP has, correct?


So, if 75% of everybody signed up at ASCAP just up and left in protest, 
would the remaining 25% be getting 75% more in their statements? 
Probably not, but where would that money be going?
