"And of course, the more instrumental music is penalized, the more that
leaves for the rest of the members (songwriters) to be paid." --

=====
Not to carry this back to the "ooh ahh" stage, but digitally
altered human voices are in the mix everywhere, as far as the human
ear can hear. At which point do the digitally recorded voices become
inadequate to comply with ASCAP's arbitrary requirements for
Background Vocal?
If the vocals are produced by recorded human voices -- whether
sampled, or live -- they are in fact recordings of human voices.
Cher's voice on her '90's hit "Believe" is so tragically digitized,
but it netted her million$ via her PRO... The back door boyz and
n'suck could not hold a note without it, and even Shinoda of linkin
park, and Trent Reznor have dabbled in the dark arts of digital vocal
processors.
Have you listened to the good ol' country FM music station
lately? Well, they have just plain taken off with thet there voice
centralization technology. Tammy Wynette must be spinnin' in her grave!
I hope that one or more the prolific composers on this list will
test that BV "ooh ahh" penalty by creating a piece that crosses the
boundary into nondescript vocal phrases. What would ASCAP do then?
Oh yeah, probably ignore it. "... we don't sample that."
