I'm going to go out on a limb and say that a *convincing* (...and 
"convincing" is the KEY WORD here) mock-up is going to take *more* skill 
than just a written score.

You can have the best orchestral samples or modeling software on the 
planet, but if it's not orchestrated correctly and each instrument 
played convincingly, it's still going to sound like crap.

Anybody with a computer/workstation can do a mock-up. Only a handful can 
make it worth listening to and only a smaller handful can do one worth 
listening to that will convert successfully to real players if the 
budget is there.
