Since both ASCAP and BMI both (actually it's all of us through our royalties
that are paying for these folks) employ programmers in reasonable numbers,
perhaps the better reason is: Do ASCAP and BMI **want** this level of
accuracy in their payouts? Not for all types of music, I predict.

I get the distinct idea that that level of accuracy, which if applied to
regular TV would likely result in a major shift in royalty payouts as tons
of commercial/ad performances are finally picked up and paid, is something
the fat cat earners at ASCAP and BMI don't want to see. Hence the reason CPA
music remains the worst tracked at the PROs while it's the most accurately
tracked by ad agencies, unions, etc.

It will be interesting to watch them selectively get interested in accuracy
for certain types of performances (downloads?) yet do everything they can
via surveys, punitive payment rules, etc. to avoid accuracy with other types
of music - namely that CPA music (commercials/promos/announcements).
