[Fmpro] isn't the PRO thing basically this?

Just some babble:

Shouldn't this imply that the usage fees that networks, stations, venues, 
etc. should be higher to reflect the actual cost of music usage?  Am I 
misunderstanding how that works?

And if this is the case, how is it that memberships can now be free?  If 
amount paid by music users could go toward paying the members, and 
membership fees went towards administrative costs and salaries, it seems 
like that would be a system that would work.  If there already isn't enough 
money to pay music makers, how can another source of revenue that could 
potentially help the situation be done away with?
