I think we can agree by listening to the music on TV,
that popular songs and vocal music are used far more
often in commercials than as background music in the
program. A show isn't going to pay a huge license fee
for the Rolling Stones to be playing low underneath
dialog.

So, if you are looking to improve the royalties paid
to instrumental score composers, raising the rate paid
to commercials would wipe out any small benefit you've
gained in paying the relatively few background vocals
at the same rate as background instrumentals.
