If you don't want to believe me, go turn your TV on
for fifteen minutes and count how many vocal songs are
used in the program's background (not themes) and how
many vocal songs are used in commercials. Now, if you
pay more to the music in commericals (which by my
guess-timate is about half vocal and half
instrumental), you're going to have to pay the other
"background" program music (mostly instrumental) less.
There's only so much money to divide.
