  Not a member of PRS,  but I am an Indie film music composer, with 
current works in the USA, and other countries, and therefore, my opinion 
matters.

  I will have to side with Paul Farrer on this one.  In its decision, 
the PRS board is pricing new and upcoming composers right out of the 
biz.  Soon, only a handful of top composers will be able to survive!  
While this decision makes accounting simpler -- for PRS! -- to the other 
ninety percent of PRS members, 'Nothin' from Nothin'  now means 20% less 
than that.

   Speaking as an outsider, PRS arguments that the changes "...will 
benefit a vast majority of our members..." are biased, perverted, and 
false.

   Helpless is the plight of the other 90% of composer striving to make 
a living!  The recent PRS decision will set a precedent that will ripple 
through the PROs -- if it has not already -- which is: "For accounting 
purposes, simply accommodate the top ten, and Fouque everyone else."

  To PRS, the "Not ready for prime time" composers are merely the icing 
on the cake.  Color me crazy, but such a mindset by any self-regulated 
organization is deplorable.
