Sadly this situation is already in place.

Managers/Agents/Lawyers etc do go to Publishers/PRO's and demand  
money... but only for their client[s].

We are in a self serve world and most suits will not do a darn thing  
for anyone else........ changing the system would benefit all, and  
not just the client !!
