Hi Lynne,

Thanks for your efforts. I'd suggest you read the
following document (especially sections VI and VII on
the Weighting Formula).

You can then better understand how the system works
before questioning its fairness. Hopefully you'll
follow the math to understand what Mark means when he
says that Composers get 20% of what Songwriters get on
a minute of music. And, what Greg means when he says
it depends on the station, time of day etc.

P.S. I agree with Mark that the time of day, station
weight etc don't effect the usage weight percentage. I
have a feeling ASCAP's Greg was accidentally
misquoted. But, I also wouldn't be surprised if he was
just throwing out jargon to move the call along.
