 I'm thinking, for example, that one problem
 seems to be reliable and verifiable tracking
 info -- and this in the Information Age.  The
 credit tracking companies -- I think there are 3
 in the USA -- probably make a bundle and do a
 pretty efficient job.  Could composers have
 similar group tracking media?  The credit
 agencies as far as I know only operate within
 the USA and maybe Canada but I bet there's a
 precocious 14 year old out there who could
 develop a computer model to operate
 internationally.

 It boils down to the question of who usually
 does a better job, the private sector or the
 "public" sector, and how might this approach
 improve the lot of composers.  The profit motive
 can be a powerful incentive to do things right
 if effectively harnessed.
