The problem is to watermark a digital file, it needs to be done on an
open-source platform like mp3 and with a ubiquitously distributed format.
And since it has to be open source (meaning available for every entitity out
there to have a means to write their musicians watermark) it also has to be
policed somehow. We see with napster, limewire, kazaa, bit torrent, how far
the honor system works, So:
1. a universally available method of watermarking and tracking
2. able to attach onto current encoding formats
3. central authority to collect the data and distribute and police disputes
That's the killer, nobody wants any global authority for the internet, it's
the very wild west feeling of freedom that we love. But it's the only way to
watermark and track ubiquitously musical performances globally

Just back from a meeting at the Sabam (Belgium's PRO that also handles
mechanicals). Guess what? Composers complaining about the arbitrary nature
of the radio scans, etc. What was interesting is that Sabam has stepped up
the monitoring recently and is currently experimenting with watermarking to
monitor radios so as to increase accuracy while also reducing cost. Mention
was made of ISRC as a way of tracking plays. But they seemed to think this
was a less reliable way to go ultimately. Interesting.
