I had a phone conversation with an ASCAP board member.
#1. There are 24 professionals on the board member discussing updates, 13
have to approve updates (changes).
#2. All documents implemented by ASCAP are explanatory and also can be
found on their website; if you had concerns before signing, then either your
rep/lawyer or yourself can call their services to discuss your concerns.
#3. There is no scientific answers to your questions and the formula was
established in 1950 by the Justice Department where the government had to
approve; since the year 2000, it is up to the board members to approve
updates (changes).
