[Fmpro] are loops ok to use?

I remember a guy who 'wrote' a bongo piece.. it looked like....
play //// //// //// //// etc.
The piece was used extensively on the BBC.
Composer expected big £'s........ PRS said NO, it was not
composition, the courts declared it was since information was provided.
If a composer tells a computer where to start and stop a loop......
is this similar?
