Simple answer: The PROs have made the system so complicated, and have hidden
so much data between what they receive from the broadcasters and what shows
up on compsoer's checks, that no one outside of a few people at the PROs has
enough data to begin to know how royalty checks are calculated.

That's a conscious decision the PROs make, likely to dissuade writers from
asking too many questions, so the system will be so monolithic and
intimidating in terms of the complexity of it, that writers will just sit
back and be happy to get their checks.

Just like no one person can completely understand the income tax code
because of the complexity of it, I fear we have the same situation with the
PROs.
