You have to look at this from the 'big' publishers POV.

Songwriters are 10 per penny, but the publishing world is the  
business............... now look at the next step when broadcasting  
is considered all downloads............  publishers will rule and  
even songwriters will get handouts....... UNLESS they kept their  
mechanicals.
