I'd like to know how PA assigns the license for overseas given that  
should 'product' be changed e.g. narrated in a different language  
than the original, how is the extra license for that generated and  
who generates it along with who gets what [$$'s], especially if there  
is a Broadcast Mechanical involved.

If you do have significant overseas income, join overseas PRO's.
