I know i'm like 40 or 50 years late in arguing this point, and maybe i'm not following this correctly because i'm just looking at the references in the Warren file (as opposed to having a comprehensive list of all weighting rules), but it seems to me the statement "A vocal performance shall be presumed
to be a feature performance UNLESS such performance is not a principal focus of audience attention" would make vocal performances that are barely heard in the background (not the principle focous of the audience) something other than feature performaces. Or at the very least, BV cannot be PRESUMED to be a feature performance.
Maybe there is another rule that says Background Vocal SHALL be considered a feature performance and nothing else? Or possibly a rule that says BV, even though not a feature performance, shall be weighted equally to a feature performance?? Because if they don't have that stipulation, then BV cannot be presumed to be a feature performance based on the Feature Perfomance definition (7)(a).
Like i said, i don't have a comprehensive rule set in front of me, so i may be making a flawed argument.
What was the problem with Warren trying to switch PRO's?
