[Fmpro] BMI changes

If our ASCAP composer board members are uncomfortable aggressively
representing the interests of score composers at ASCAP, they should resign
or be the target of recall campaigns immediately.

The automatic feature performance rule for all background vocals must end at
ASCAP. It is an unjustified diversion of millions of dollars out of the
pockets of composers, and I have yet to hear a single ASCAP board member
justify the policy.

These guys need to stop treating their jobs at ASCAP like a country club
membership with the first class travel perks, etc., and start being
personally accountable to the membership for their actions.
