Set a minimum standard for all types of work and police it. That is where 
the Musicians Union went wrong. In about 1980 they stopped policing the 
scales and rewarded those that did not comply with a CBA at the lower rate 
thus undercutting their own scales.

That is really the only thing a union can do is set an area standard and 
enforce it.

Everything else is icing on the cake.
