[Fmpro] Does PBS pay royalties?

I did music for a doc. that has been screened several times on PBS  
stations.  I, however,  have never received royalties.  I vaguely  
remember the director saying that she was required to own the  
documentary (including music??? doesn't make sense)...anyway, I   
wonder what I'm missing out on royalty-wise, or what I should have  
negotiated for such a project -- project was funded by grants...

any input appreciated!!
