[Fmpro] Does PBS pay royalties?

I'm in pre-production on four hour doc for PBS, called BMI for royalty info, 
they pretty much said there is little to no money for PBS shows, it's in their 
lowest tier of payment since the stations generate no advertising royalties. 
Sorry for the bad news, I hope you got decent fee up front.
