It is a complex phenomena which I did not pretend to provide a full analysis for.  I merely added a couple details.  Much of what happens in schools specifically is within the province of the state, the community, the boards and the unions, and there will be variation.  If you think an overriding social vision is the solution to the problem as you perceive it go ahead and push for it.
