The "automatic feature performance payment for all background vocals (songs)
on TV within a program" policy, like many at ASCAP, is not listed in the
online resource document, however note this passage from:

In the document, ASCAP VP of Legal Affairs Richard Reimer is quoted directly
in the ASCAP Board of Review report:

"Mr. Reimer, on behalf of ASCAP, conceded that when ASCAP receives cue
sheets containing the designation ³background vocal² it presumes that such
work contains lyrics and should receive feature credit."
