Thinking out loud here.  Maybe we have some sort of notion of "fair trade"
-- some set of standards that libraries or publishers meet.  If they meet
the standard, then they get to say they are "fair trade" (need to come up
with a better marketing word here).  Then, film-makers and film viewers will
no whether or not the composer(s) was/were compensated fairly in the making
of the film.  This has worked very well with many commodities (e.g. organic
food) to help raise the perceived value of the product.

Obviously, that won't solve the problem, but it would at least start to
address some of the public awareness concerns.

Of course the problem is, who's going to create the standards, and then
administer them, and do the public awareness campaign around what the
standards mean.
