I don't know the exact process but I believe a hand-signed petition  
with 1250 voting ascap members is required to get on the ballet. I  
think an electronic petition would be awesome but I suppose there are  
too many ways to manipulate it unless ascap builds it themself.

Past that I do not know much on specifics
