Just to put this in perspective, to get on the ballot to run for
GOVERNOR of the state of California when Arnold Schwarzenneger was
elected, you needed 65 (SIXTY FIVE) signatures of any registered voter
in your party in the state of california and $3,500.00 fee, OR bypass
the fee and get 10,000 signatures of registered voters from any party

Consider that sources consider that if California were an independent
state, it would have any where from the 10th to the 6th largest
economy in the WORLD, higher than the entire country of Canada, or the
entire country of Spain...
California is responsible for 13% of the United States' gross domestic
product (GDP). The state's GDP is at about $1.7 trillion (as of 2006).

California also claims to have nearly 16 million registered voters
that means that they ask for 1 in every 246,153 voters to sign the
nomination to be on the ballot for GOVERNOR of California and pay the
3500 bucks, or if you have no money then you need 1 in every 1,600
voters to sign

ASCAP has 300,000 members
I would take a guess that there are 30,000 voting members (tho we
don't know the number since ASCAP won't tell us and researching that
is next to impossible)
that means that, generally speaking ASCAP is asking for 1 in every 22
voting members to sign the nomination to be on the ballot for the
board of ASCAP
